FCC Allows Funding for Phones Equipped with Captioning Technology

By Disability Funding News, Vol. 3, No. 15, p. 5
Publication Date: August 2003

Article announcing that the Federal Communications Commission (FCC) is revising its rules, allowing companies who offer captioning technology to receive telecommunications relay service reimbursement funds. The funds are generally used to reimburse companies who provide communications assistants, who relay conversations between a person with a teletype phone and another party. The rules were changed in response to a petition by Ultratec, Incorporated, which develops phones with a built-in text display, allowing a person who is deaf or hard of hearing to speak directly to another person without a live intermediary.
