Under Medicaid, states are required to provide a minimum level of service in order to receive federal matching funds. This allows states some flexibility in administering to programs. This article examines the differing processes, procedures and decisions made by states when interpreting Medicaid policies regarding the purchase, rental and repair of wheelchairs. Topics covered include the following: medical necessity; evaluation; prior approval; the appeal process; replacement and new equipment; in-home and nursing home policies. In analyzing the different state policies, the author calls for the development of "an effective set of criteria to match medical needs with wheelchairs suitable for those needs..."
