AT Loan Guarantee Passes First Hurdle

Article discusses California’s Assistive Technology (AT) Loan Guarantee bill, which ensures the existence of funds to guarantee loans for eligible people with disabilities to purchase assistive devices and adapted transportation. The AT Network sponsors legislation to improve the program, which allows for a potential three to one match of federal funds at no additional cost to the State of California. Under the bill, funds are increased from 1.2 million dollars to 4.8 million dollars. The AT Loan Guarantee does the following to meet federal guidelines: (1) contracts with a community based nonprofit organization to implement the program; (2) allows people to receive a loan based on their ability to repay the loan; and (3) eliminates delays for loans by eliminating the requirement for individuals to first apply for services from the Department of Rehabilitation.
