This paper discusses a recent study sponsored by the European Commission's Technology Initiative for Disabled and Elderly People (TIDE) on the state of the assistive technology market in Western Europe. The study, known as HEART (Horizontal European Activities in Rehababilitation Technology), "confirm[ed] the fragmentation of European assistive technology market because of geographical, cultural and political differences." The paper analyzes some factors causing the fragmentatation and its resulting effects on the market, and lists recommended actions to resolve these shortcomings.
